To receive unemployment benefits (a-kassa), you must actively seek work and demonstrate that you are managing your job search. This includes being registered with the Swedish Public Employment Service (Arbetsförmedlingen), actively looking for jobs in Sweden, being willing to accept suitable work, and submitting an activity report each month.
These regulations take effect on 1 October 2025.
These four criteria describe what is meant by managing your job search:
You must be registered with Arbetsförmedlingen, stay in contact with them as agreed, and participate in creating an action plan. You also need to submit your activity report to Arbetsförmedlingen no later than the 14th of each month.
You must actively apply for jobs. These can be jobs you find yourself or ones that Arbetsförmedlingen has referred you to or suggested. This can also mean expressing interest in or sending your CV to employers. It is important that you follow your action plan regarding both the types of job you should apply for and the minimum number of applications required.
You must be prepared to take all suitable jobs. In principle, all jobs are considered suitable, and ultimately, it is the employer who assesses whether someone has the right qualifications for a job. If you are unsure whether a job is suitable, you can call the unemployment insurance fund to find out more.
You must be in Sweden and looking for work here to be considered as actively seeking employment, but you may of course apply for jobs abroad as well. If you need to travel abroad for something like a job interview, you should check with the unemployment insurance fund, as you generally need to be in Sweden to receive benefits.
Many unemployed people react negatively to the expression “mismanage your job search”, but it refers to common situations that can occur while unemployed. Examples include missing an activity report deadline, forgetting to call Arbetsförmedlingen at a scheduled time (the date is in your action plan), or applying for too few jobs.
When Arbetsförmedlingen judges that you have mismanaged your job search, they send a notification to a-kassa. Warnings and suspensions are signals that something has not worked with the job search. The idea is that the rules should be corrective, that is, to help the job seeker so that they avoid losing unemployment benefits in the future.
The first time you fail to look for work, you will receive a warning which does not affect payment. If the misconduct is repeated during the benefit period, you will lose benefit days.
